Oklahoma Senate Bill 628 Summary

• Schools or school districts that are members of athletic associations cannot receive state-appropriated funds, including State Aid, unless the association adopts a written policy meeting specified requirements.

• Athletic associations must make all records accessible under the Oklahoma Open Records Act and conduct all meetings in compliance with the Oklahoma Open Meeting Act, including notice, agenda, voting, and executive session requirements.

• Associations must conduct annual financial and compliance audits of all funds according to Oklahoma Public School Audit Law standards, plus performance audits of association operations no later than December 31, 2014, and every five years thereafter.

• District alignments must classify the largest school class exclusively as high schools with average daily attendance greater than 2,250 students where the school district has only one high school.

• The act becomes effective July 1, 2017, with an emergency clause allowing it to take effect immediately upon passage and approval.
