Creates the Education Compact for Students in State Care Act, establishing a three-member advisory committee with representatives from the State Department of Education, Office of Juvenile Affairs, and Department of Human Services who receive no compensation or travel reimbursement.

Requires sending school districts to timely deliver temporary and permanent student records to receiving school districts for students placed in state care, with permanent records to be furnished within three (3) days of request.

Allows a power of attorney or out-of-home care placement agreement to serve as sufficient documentation for enrollment, and requires receiving school districts to enroll students immediately upon arrival and consider their eligibility for gifted programs, English language learner programs, technology center courses, and extracurricular activities.

Requires students placed in state care to obtain required immunizations within thirty (30) days of enrollment and provides special protections for students with individualized education programs (IEPs) and Section 504 plans.

Automatically enrolls students in grades 9-12 in core curriculum to facilitate on-time graduation, while allowing school districts to waive graduation requirements and permitting students accepted into the Oklahoma Higher Learning Access Program to complete that program instead.
