State agencies must send all new federal rules, regulation changes, or interpretations to the President Pro Tempore of the Senate, Speaker of the House, and Governor via electronic mail.

The Legislature may disapprove implementation of any federal rule or regulation imposed on a state agency through joint resolution adoption.

Upon legislative disapproval, state agencies lose authority to follow, interpret, or abide by the disapproved rule or regulation requirements unless otherwise authorized by the Legislature.

Federal rules and regulations imposed while the Legislature is not in session become null and void upon legislative disapproval, and agencies must file notice of disapproval with the Oklahoma Attorney General.

State agencies and employees complying with this act are exempt from liability under Section 155 of Title 51, and any rights or privileges gained under a federal rule prior to disapproval remain unaffected by subsequent legislative rejection.
