Establishes the "Governor's Transparency Act of 2017" requiring appropriated state agencies to publish Memorandums of Understanding and Memorandums of Agreement with other agencies, departments, or organizations receiving state or federal funds on their websites and documents.ok.gov within 15 business days of the memorandum's effective date.

Requires published reports to include the effective date, duration, entities involved, purpose, and constitutional or statutory authority for each Memorandum of Understanding or Agreement.

Mandates state agencies provide copies of executed Memorandums of Understanding and Agreements to chairs and members of appropriate legislative committees when the legislature is in session.

Permits agencies to withhold full publication of memorandums privileged under the Oklahoma Open Records Act, but requires publishing a report indicating involved entities, duration, and that the document is privileged.

Requires all Memorandums of Understanding and Agreements to cite applicable state constitutional or statutory authority, and those involving external organizations to additionally cite federal statute or U.S. Constitution authority; becomes effective November 1, 2017.
