Senate Bill 643 - Impaired Driving Elimination Act 2 (IDEA2)

• Creates the Impaired Driving Elimination Act 2 (IDEA2) with purpose of establishing effective administrative monitoring and accountability for impaired driving offenders through Department of Public Safety restrictions and restoration of driving privileges.

• Expands driver license revocation requirements to include persons receiving deferred sentences or deferred prosecution agreements for impaired driving offenses and increases revocation periods from 180 days to one year minimum for first offenses, with longer periods for repeat offenders.

• Establishes the Impaired Driver Accountability Program (IDAP) allowing eligible persons to participate with ignition interlock device installation instead of full license revocation, with program lengths of 6-24 months depending on offense severity.

• Modifies testing and evidence procedures by deleting test designation requirements, clarifying breath/blood test procedures, and establishing admissibility standards for alcohol concentration evidence in criminal trials without reference to measurement uncertainty.

• Repeals Section 755 (procedures for filing appeals) and makes act effective November 1, 2017.
