Creates the "Protection Against Sexual Exploitation by a Mental Health Services Provider Act" codified in Oklahoma Statutes as Section 14-101 of Title 43A.

Defines "therapeutic deception" as any act, scheme, plan or pattern by a licensed mental health professional intended to cause a person to believe performing or failing to perform an act would result in serious physical, financial or emotional harm, where the act can reasonably be construed as being for sexual gratification purposes.

Single act of therapeutic deception with one patient: felony punishable by fine not exceeding $5,000 and immediate license revocation.

Multiple acts with one patient: felony punishable by fine not exceeding $10,000 and immediate license revocation; multiple acts with two or more patients: felony punishable by fine not exceeding $20,000 and immediate license revocation.

Requires each licensing board with jurisdiction over mental health professionals to promptly report complaints of sexual exploitation to local law enforcement for criminal investigation; effective November 1, 2017.
