Oklahoma Health Care Authority shall analyze state-purchased and state-subsidized health care programs to explore cost containment and delivery alternatives, including economic incentives for appropriate health care utilization and flexible benefit plans

Authority shall utilize provider arrangements that encourage cost containment through prepaid delivery systems, utilization review, and prospective payment methods, and coordinate state agency efforts to purchase drugs effectively

Authority shall develop data systems to obtain utilization data identifying cost centers, utilization patterns, provider and hospital practice patterns, and procedure costs

Authority shall implement methods to reduce payments to out-of-state providers in bordering states when in-state providers are available and feasible for health care service delivery

Authority must prepare annual reports to the President Pro Tempore of the Senate, Speaker of the House, and Governor detailing savings realized and costs incurred in implementing drug and health care services cost containment programs, with the act becoming effective November 1, 2017
