Defines "drone" as a powered aerial vehicle with a recording device that operates without a human operator and can fly autonomously or be piloted remotely.

Provides civil immunity to property owners or controllers who voluntarily damage or destroy a drone on their property or airspace, provided the airspace is not regulated by the Federal Aviation Administration or where a reasonable expectation of privacy exists.

Extends immunity protection to successors in interest of the property owner.

Becomes effective November 1, 2017.
