Increases small claims jurisdiction limits from $7,500 to $10,000 for money recovery actions, replevy actions, and interpleader actions.

Raises the filing fee threshold from $1,500 to $5,000 for actions subject to the $45 filing fee; actions exceeding $5,000 follow standard district court filing fees.

Makes transfer from small claims docket mandatory for defendant when claim is $7,500 or more, but discretionary when claim is less than $7,500; awards attorney fees to prevailing plaintiff if defendant improperly transfers.

Allows courts to award attorney fees up to 25% of judgment in uncontested small claims cases upon application with supporting documentation, increasing from prior 10% limit.

Updates discovery procedures for interrogatories, document production requests, and admission requests to modernize language, clarify service requirements, and make language gender-neutral; effective November 1, 2017.
