Amends the Scenic Rivers Act to clarify legislative intent that designated scenic rivers shall be preserved in their free-flowing condition and not impounded by dams except as specifically authorized by the Legislature.

Authorizes the Grand River Dam Authority to set daily, multiday, or annual fees for the use of commercially or privately owned flotation devices on designated scenic rivers, effective January 1, 2017.

Transfers rules of the Scenic Rivers Commission (Chapter 10- and 15- rules of the Oklahoma Administrative Code 630) to the Grand River Dam Authority relating to licensing, use permits, and protection of natural resources.

Eliminates the July 1, 2017 termination date for transferred rules, allowing them to remain in effect until superseded by new rules promulgated by the Grand River Dam Authority.

Becomes effective July 1, 2017, with an emergency declaration enabling immediate effect upon passage and approval.
