Amends 10 O.S. 2011, Section 640.2 to require the Oklahoma Partnership for School Readiness Board to assess existing public and private programs and policies (in addition to programs alone).

Expands the annual report to the Governor and Legislature (due November 1 each year) to include percentage of third-grade students reading at or above grade level.

Adds requirement to include suggested revisions to state law or Oklahoma Administrative Code regarding eligibility criteria for child care subsidies administered by the Department of Human Services.

Designates the Department of Human Services as the lead public agency for administration and monitoring of the Oklahoma Partnership for School Readiness Act.

Becomes effective November 1, 2017.
