Amends Rule 4.4 of the Rules of the Ethics Commission to prohibit state officers and employees from using their office for personal private gain, endorsement of products or services, private gain of family members or affiliated persons, or private gain of persons with whom they seek employment or business relations.

Exceptions apply if the act or endorsement is customary for the position, authorized by employment contract, or permitted by the Constitution, statutes, or ethics rules.

Permits state officers and employees to promote or solicit funds for civic, community, or charitable organizations without receiving compensation except for participation costs paid by the charitable organization itself.

Prohibits individuals or other entities from paying for or reimbursing charitable organizations for costs and gratuities associated with an officer's or employee's fund-raising participation, though customary donations and sponsorship fees to the organization remain allowed.

Takes effect November 1, 2017.
