Amends Oklahoma alcoholic beverage law to allow on-premises beer and wine licensees to serve spirits if the premises also holds a mixed beverage license.

Permits restaurants with on-premises beer and wine licenses to purchase wine directly from Oklahoma winemakers who have elected to self-distribute under Article XXVIIIA of the Oklahoma Constitution.

Clarifies that mixed beverage and on-premises beer and wine licensees may only purchase alcoholic beverages from wholesalers or beer distributors, with the exception for restaurant wine purchases from in-state winemakers.

Creates exceptions to the prohibition on persons under 21 in designated bar areas: for private parties when premises are closed to the public, and for concession stands serving beer and wine at sports, music, entertainment venues, convention centers, fairgrounds, or similar facilities.

Becomes effective October 1, 2018.
