Creates the Task Force on Balance Billing in Health Care, effective until July 1, 2018, composed of state agency heads (Insurance Commissioner, Health Department Commissioner, Oklahoma Health Care Authority Director, Mental Health Commissioner), four legislative members (two Senate, two House), one physician representative, and one insurance broker representative.

Establishes that a majority of members constitutes a quorum, with the Senate President Pro Tempore appointing the chair and House Speaker appointing the vice-chair, both by December 31, 2017.

Requires the Task Force to convene its first meeting by September 1, 2018, with staff support provided by the Oklahoma State Senate and House of Representatives.

Directs the Task Force to make recommendations on policies clarifying consumer billing, the role of insurance companies in provider networks, and relevant state or federal law including best practices from other states.

Mandates the Task Force report its findings to the President Pro Tempore, House Speaker, and Governor by December 31, 2018; all meetings subject to the Oklahoma Open Meeting Act.
