Amends 74 O.S. 2011, Section 166.7 to modify the Rehabilitation Services Disbursing Fund, a continuing revolving fund consisting of federal receipts, state appropriations, and other department receipts.

Authorizes the Department of Rehabilitation Services to direct all or a portion of federal and state funds for Older Individuals who are Blind (OIB) services to qualified nonprofit organizations accredited by the National Accreditation Council for Blind and Low Vision Services to administer services including optical vision aids, in-home training, orientation and mobility, Braille instruction, and adaptive skills training.

Permits the Commission for OIB Rehabilitation Services to use federal Rehabilitation Services Administration funds and state matching funds in their entirety to fund the Independent Living Older Blind program established under The Rehabilitation Act of 1973, as amended.

Makes services provided by qualified Older Independent Blind contractors dependent upon budget parameters and staffing levels.

Effective date July 1, 2017, with emergency declaration allowing immediate effect upon passage and approval.
