Creates a Paid Family Leave program effective November 1, 2017, as part of the short-term disability plan for Oklahoma state employees, providing up to 20 weeks of paid leave.

Provides 100% compensation of base salary for employees on family leave due to birth of a child, adoption or foster care placement, or illness of a family member (child, spouse, parent, grandparent, grandchild, sibling, or domestic partner).

Funds the Paid Family Leave program through employee payroll deductions at rates approved by the State and Education Employees Group Insurance Board (OSEEGIB), rather than state appropriations.

Creates the Paid Family Leave Revolving Fund in the State Treasury to receive and distribute revenues from employee contributions for paying family leave benefits.

Requires the State Treasurer to issue warrants for expenditures from the fund upon claims filed with the Director of the Office of Management and Enterprise Services.
