Increases facility licensing fees from $10.00 to $25.00 per bed per year for applications and renewals, with Oklahoma Department of Veterans Affairs facilities remaining exempt.

Maintains proration of license amendment fees for bed capacity increases based on days remaining in licensure period and change in number of beds.

Changes construction plan review fees from 0.02% or $1,000 (whichever is least) to 0.15% of total construction cost, with maximum fee of $1,000 for ten-bed or ten percent expansion projects.

Requires nursing and specialized facilities to be surveyed through unannounced inspections at least once every fifteen months with a statewide average survey cycle of twelve months.

Becomes effective November 1, 2017.
