Permits the Oklahoma Health Care Authority and State Department of Health to develop and administer a program encouraging primary care use instead of emergency room utilization, subject to fund availability.

Authorizes the Authority and Department to collaborate with city-county and county health departments and other stakeholders in program development.

Program may include educational strategies to increase health literacy, technology-based monitoring, co-payment structures, and other policy proposals to improve healthcare delivery to Medicaid enrollees.

Requires the Oklahoma Health Care Authority to develop and implement a 24-hour telephone health information line pilot program with physicians available to answer medical questions for the Medicaid population, and to expand it statewide if it reduces unnecessary emergency room visits and achieves net cost-savings.

Directs the Oklahoma Health Care Authority and State Department of Health to evaluate and report findings to the Governor and Legislature by January 1, 2019.
