Increases the period of compensated inpatient nursing home care from one year to two years before the Oklahoma Health Care Authority can determine a recipient cannot reasonably be discharged and returned home.

Extends the timeline before liens can be filed against a recipient's homestead for medical assistance payments, changing the trigger from one year to two years of nursing home care.

Maintains all existing protections including prohibitions on liens while surviving spouses, minor children, incapacitated adult children, or qualifying siblings reside in the homestead.

Preserves the requirement that the Authority provide written notice to recipients and allow hearings before filing any lien against the homestead.

Becomes effective November 1, 2017.
