Senate Bill 747 - Summary

• Amends 59 O.S. 2011, Section 567.3a of the Oklahoma Nursing Practice Act to add restrictions on Certified Nurse-Midwife (CNM) services.

• Prohibits Certified Nurse-Midwives from providing services related to Vaginal Birth After Cesarean (VBAC) unless delivered in a State Department of Health licensed hospital or when medically necessary to preserve the life and health of the mother or child in a non-hospital setting.

• Defines nurse-midwifery practice as providing management of care for normal newborns and women antepartally, intrapartally, postpartally, and gynecologically within a health care system with medical consultation, management, or referral available.

• Contains detailed definitions and requirements for Advanced Practice Registered Nurse roles including Certified Nurse Practitioners, Clinical Nurse Specialists, and Certified Registered Nurse Anesthetists, with their respective scopes of practice and prescriptive authority.

• Becomes effective November 1, 2017.
