Creates the Urban Gardens Grant Act to establish a grant program for urban garden development in Oklahoma food deserts.

Establishes the Urban Gardens Grant Revolving Fund administered by the Oklahoma Department of Agriculture, Food, and Forestry, funded by state appropriations, federal funds, donations, and contributions from public or private sources.

Provides one-time grants up to $250,000 to eligible nonprofit community organizations, churches, and other nonprofits located in food deserts to purchase greenhouses and materials for establishing and operating urban gardens.

Defines "food desert" as a census tract meeting both low-income (at least 20% below federal poverty levels or at 80% of surrounding area's median income) and low-access criteria (500+ persons or 33% of population living more than 1 mile from supermarket in urban areas or 10 miles in rural areas).

Requires grant recipients to grow healthy foods sold on-site or at farmer's markets and retailers within the same community, with the goal of expanding economic activity and increasing healthy food access in low-income areas; effective November 1, 2017.
