Expands criminal liability for abortion without parental consent by making it a felony for any person who knowingly or recklessly uses false identification or fraudulent statements to obtain an abortion for a minor, or who intentionally aids, abets, or assists an unemancipated minor in obtaining an abortion without required consent under Section 1-740.2.

Establishes a physician commits a felony when intentionally or knowingly performing an abortion on a pregnant unemancipated minor in violation of the parental consent requirements, with a defense available if the person falsely representing themselves as parent/guardian displayed apparently valid governmental identification and the physician exercised due diligence.

Creates civil liability for violations, allowing courts to award damages including compensation for emotional injury, attorney fees, litigation costs, and punitive damages to the minor and persons required to give consent; excludes adults who engaged in sexual acts resulting in the minor's pregnancy from receiving damages.

Permits courts to issue injunctions against violations upon petition by the Attorney General, district attorney, or any adversely affected person, based on anticipated future conduct or past conduct reasonably expected to be repeated.

Becomes effective November 1, 2017.
