Amends law to require State Capitol Preservation Commission approval for all restoration, preservation, enhancement, or modification activities in the Capitol Building and grounds before commencement, with maintenance activities exempted from this requirement.

Extends the sunset date of the State Capitol Preservation Commission from July 1, 2019 to July 1, 2022 in accordance with the Oklahoma Sunset Law.

Reduces State Capitol Preservation Commission membership from 15 to 13 members and restructures the composition to include legislative members from both majority and minority parties, while changing the chair position to rotate between the Governor, Speaker of the House, and President Pro Tempore of the Senate on two-year cycles.

Requires the Office of Management and Enterprise Services to create comprehensive architectural drawings reflecting the Capitol spaces allocated to the Legislature, with certification by legislative leadership and deposit with the State Archivist as official state records.

Effective date set for November 1, 2017.
