Amends Section 4200.3 of Oklahoma Statutes to add new exemptions from massage therapy licensure requirements for persons with an Associate or Bachelor's degree in a health-related field plus 50 hours of continuing education in massage or manual intervention.

Prohibits unlicensed persons from using the title "massage therapist," representing themselves as massage therapists, or using related titles, abbreviations, or terms in advertising without a license.

Requires all massage therapy schools to be licensed unless they qualify as an exempted practice.

Prohibits massage therapists from performing diagnosis, high-velocity spinal manipulation, electrical stimulation, ultrasound, skin-breaking techniques, or prescribing medicines.

Exempts qualified licensed professionals, students at licensed schools, visiting instructors from other states or nations, and practitioners of somatic movement education practices (such as Feldenkrais Method and Rolf Movement Integration) from massage therapy licensure requirements.

Becomes effective November 1, 2017.
