Senate Bill 760 Summary

• Amends 52 O.S. 2011, Section 5 to authorize the Corporation Commission to promulgate rules for natural gas pipeline safety standards while requiring consistency with U.S. Secretary of Transportation regulations.

• Requires transmission pipelines crossing highways or public roads to display signs showing the pipeline owner's name and other Commission-directed information.

• Authorizes the Commission to regulate gathering pipeline incidents not subject to federal Pipeline Safety Regulations (49 CFR Parts 191 and 192), limited to incident notification, written reports, location maps, and corrective measures.

• Allows the Commission to disclose incident time, date, location, operator identity, pipeline size, and casualty information to other entities, while maintaining confidentiality of all other reports and data under exemption from the Oklahoma Open Records Act.

• Becomes effective November 1, 2017.
