Creates a 10-year statute of repose for professional negligence actions against health care providers, measured from the date of the alleged act, omission, or failure, or from the date of last treatment if continuous treatment occurred for the same condition.

Applies to actions based on tort, breach of contract, or other grounds for damages involving alleged professional negligence, performance of health care services without consent, or error or omission in professional practice.

Defines "health care provider" as any state-licensed physician or hospital, including their officers, employees, or agents acting within the scope of employment.

Excludes examinations undertaken solely at a patient's request to ascertain their medical condition from the definition of "continuous treatment."

Repeals 76 O.S. 2011, Section 18 and becomes effective November 1, 2017.
