Allows employers and drivers to negotiate different payment terms provided both the original and agreed amounts are documented and reflected in the contract.

Subjects non-compliant employers to civil remedies including recovery of payment discrepancies between amounts paid to drivers and amounts paid to employers, plus court costs and attorney fees.

Requires any judgment entered against an employer for non-compliance to be disclosed to all state licensing and regulating bodies of that employer.
