Reduces required annual inspections of residential care homes from three times per year to one time per year, with inspections to be either announced or unannounced as determined by State Board of Health rules.

Modifies administrator requirement by changing "certified licensed administrator" to "licensed administrator" for residential care homes.

Makes citizen observer participation optional rather than mandatory, and expands eligible observer organizations from elderly persons only to include organizations representing "older adults or persons with disabilities."

Deletes requirement for reimbursement of observer expenses under the State Travel Reimbursement Act.

Authorizes the Department of Health to access books, records, and other documents maintained by residential care homes as necessary to implement the Residential Care Act and its rules.
