Authorizes the Commission chair to appoint an administrative law judge to the en banc panel when a Commissioner is disqualified, has a vacancy, or is absent, provided the appointed judge did not preside over previous hearings on the claim.

Modifies Section 80 review procedures to establish that case review eligibility is based on the date of the last order providing monetary benefits or active medical treatment, with a 6-month window from that date rather than from termination of the compensation period.

Excludes aging and its effects from consideration when determining changes in physical condition or permanent disability in workers' compensation claims.
