Amends 12 O.S. 2011, Section 951 regarding appellate jurisdiction of the district court over inferior tribunals, boards, and officers exercising judicial functions.

Requires appellate review petitions to be filed in the district court of the county where the inferior tribunal rendered the order within 30 days of the judgment or final order being mailed to the appellant, as shown by certificate of mailing.

Grants residents and entities of Oklahoma aggrieved by a ruling or decision of a state board or commission the same appellate rights as an administrative agency under Article II of the Administrative Procedures Act, Section 308a et seq. of Title 75.

Specifies that appellate review at the district court shall be conducted as a trial de novo.

Becomes effective November 1, 2017.
