Amends the definition of "distribute" in pharmacy law to clarify that taking physical possession or title to a product is not required for distribution activities.

Adds new power to the State Board of Pharmacy to approve pilot projects using new or expanded technology/processes that provide better pharmacy products or services, including authority to grant exemptions from Board rules.

Provides exemption from prescription label requirements for dialysate sold in original, sealed packaging upon receipt of a prescriber's order.

Removes the full-time-equivalent employee limitation of 10 employees for the Oklahoma State Board of Pharmacy, allowing flexibility in staffing levels.

Becomes effective November 1, 2017.
