Amends 52 O.S. 2011, Section 139 to modify jurisdiction of the Oklahoma Corporation Commission over oil and gas operations and injection wells.

Grants Corporation Commission exclusive jurisdiction over Class II injection wells under the federal Underground Injection Control Program, including CO2 sequestration facilities, and allows continued injection of Oklahoma substances that the EPA permits for Class II wells.

Clarifies Corporation Commission jurisdiction over underground and aboveground storage tanks containing motor fuel, antifreeze, diesel, and aviation fuel located outside refineries and pipeline shipment points, excluding point source discharges regulated by the Department of Environmental Quality.

Establishes that the Department of Environmental Quality retains sole jurisdiction over refineries, petrochemical plants, natural gas liquid extraction plants, and rolling stock/rail facilities, while preventing DEQ jurisdiction over carbon dioxide pipeline transportation.

Effective date: November 1, 2017.
