Expands allowable uses of Tobacco Settlement Endowment Trust Fund earnings to include funding for capital expenditures and operating expenses of the University of Oklahoma Health Sciences Center and Oklahoma State University College of Osteopathic Medicine for educational programs and residency training.

Designates funding for other health improvement programs, including the Oklahoma Medicaid Program, as an allowable purpose for trust fund earnings expenditures.

Clarifies that grant solicitation documents and applicant responses remain confidential until award notification, after which they become subject to Oklahoma Open Records and Open Meeting Acts.

Requires the Board of Directors to develop performance evaluation components for grantees and contract for periodic performance evaluations, with copies filed to the Governor and legislative leadership.

Becomes effective upon certification of election returns favoring passage of a related Constitutional Amendment proposed in Senate Joint Resolution of the 1st Session of the 56th Oklahoma Legislature.
