Amends State Question No. 791 (Initiative Petition No. 405) relating to the County Community Safety Investment Fund, a continuing revolving fund in the State Treasury consisting of monies from Section 633 of Title 57 of the Oklahoma Statutes.

Directs the Office of Management and Enterprise Services to budget and expend funds to counties for community rehabilitative programming, including mental health and substance abuse services, with disbursements proportional to county population based on the most recent census.

Requires the Office of Management and Enterprise Services to promulgate rules necessary to implement the Oklahoma Smart Justice Reform Act and to process fund expenditures through warrants issued by the State Treasurer.

Mandates an annual report to the President Pro Tempore of the Senate and the Speaker of the House of Representatives detailing savings and averted costs to the state from implementation of the Oklahoma Smart Justice Reform Act.

Effective date is November 1, 2017.
