Deletes reference to United States Department of Education and instead authorizes the Oklahoma Board of Licensed Alcohol and Drug Counselors to recognize accrediting agencies for colleges and universities offering required graduate coursework.

Allows the Board to recognize the International Certification and Reciprocity Consortium, successor organizations, or other national/international organizations with equal or higher standards for examination and certification purposes.

Creates "licensed alcohol and drug counselor/mental health" (LADC/MH) designation for counselors meeting enhanced educational requirements that include assessment, diagnosis, and treatment of mental health disorders.

Restricts scope of practice for counselors licensed prior to the effective date to exclude mental health disorder treatment unless they hold qualifying degrees in related behavioral health professions or a valid Co-Occurring Disorders Certification.

Requires the Oklahoma Board of Licensed Alcohol and Drug Counselors to promulgate rules implementing the act, with an effective date of November 1, 2017.
