Requires all licensed child care centers to follow Child and Adult Care Food Program (CACFP) nutrition standards for infants.

Mandates children receive at least 60 cumulative minutes per day of moderate and vigorous physical activity during full-day programs, including daily outdoor activity when possible.

Prohibits screen time (television, movies, cellular phones, video games, computers, and other digital devices) for children under 2 years of age, with exceptions for physical activity media, homework, e-readers, smart boards for hands-on learning, occasional special activities, and assistive technology for children with disabilities.

Requires infants under 6 months of age to have daily time in prone position and daily opportunities to freely explore indoor and outdoor environments under adult supervision.

Becomes effective November 1, 2017.
