• Establishes the "Protection of Human Life Act of 2017" under Oklahoma Statutes Section 1-735.2 of Title 63
• Defines "human embryo" as a living organism of Homo sapiens at earliest developmental stages, including single-celled stage, not located in a female's body
• Prohibits knowingly conducting nontherapeutic research that destroys a human embryo or subjects it to substantial risk of injury or death, transferring embryos for such research, or using cells/tissues obtained through such violations
• Exempts in vitro fertilization with embryo transfer, diagnostic tests for future child care, and extraction of adult stem cells from the prohibition
• Establishes felony penalties of 1 year to life imprisonment and fines of at least $100,000 for violations; becomes effective July 1, 2017 with emergency declaration
