SB 814 Summary

• Amends Oklahoma law governing the Tobacco Settlement Endowment Trust Fund Board of Directors' powers and duties under 62 O.S. 2011, Section 2309.

• Establishes that funding for capital expenditures and operating expenses of the University of Oklahoma Health Sciences Center and Oklahoma State University College of Osteopathic Medicine for educational programs and residency training is an allowable trust fund purpose.

• Requires the Board to develop competitive grant processes giving priority to community health centers for improving the health of Oklahomans, with exemption from Oklahoma Central Purchasing Act requirements.

• Mandates the Board develop performance evaluation components for its activities and grantees, contract periodically for evaluations, and submit copies to the Governor, House Speaker, and Senate President Pro Tempore.

• Effective date: November 1, 2017.
