Amends Oklahoma law to classify performing an abortion as murder in the first degree under 21 O.S. Section 701.7.

Defines "abortion" as the use or prescription of any instrument, medicine, drug, substance, or device to intentionally kill an unborn human being.

Defines "unborn human being" as human offspring from the moment of conception through live birth or death, including conceptus, zygote, morula, blastocyst, embryo, and fetus, whether inside or outside the body.

Prohibits abortion after 20 weeks of probable postfertilization age unless the physician determines in reasonable medical judgment that the pregnant woman has a condition necessitating abortion to avert her death or serious risk of substantial and irreversible physical impairment of a major bodily function.

Declares an emergency, making the act effective immediately upon passage and approval.
