Prohibits the Department of Human Services from requiring child care providers, employees, owners, or other personnel to pay fees to be listed on any registry maintained by the Department.

Prohibits the Department from requiring child care providers, employees, owners, or other personnel to join a state or national registry or professional development organization for purposes of training or data collection.

Amends 10 O.S. 2011, Section 404.1 regarding permits and licenses for child care facilities by deleting certain payment requirements.

Becomes effective July 1, 2017, and declares an emergency to allow immediate implementation.
