Amends the Silver Alert Act to expand eligibility to include "distressed individuals" in addition to missing senior citizens, broadening the alert system beyond age-based criteria alone.

Adds a new category for individuals whose current mental health status prohibits reasonable and prudent judgment, allowing alerts for persons in mental health crises regardless of age or cognitive impairment.

Requires the Commissioner of Public Safety to adopt rules establishing procedures for law enforcement to verify eligibility, including criteria for missing persons under age 60 whose safety warrants a silver alert.

Mandates coordination between the Department of Public Safety, Department of Transportation, Department of Human Services, local law enforcement, Oklahoma Association of Broadcasters, and media outlets to distribute silver alert information statewide.

Effective date: November 1, 2017.
