SB 824 Summary

• Amends 70 O.S. 2011, Section 26-103 to modify definitions in the Larry Dickerson Flexible Benefit Act relating to school district cafeteria plans and employee benefits.

• Adds definition of "teacher" to include certified, full-time employees employed as charter school teachers, district wide teachers, elementary teachers, junior high teachers, middle school teachers, senior high teachers, or resource teachers.

• Defines "self-insured" as a health care program where school districts fund benefit plans from their own resources without purchasing insurance, administered by the district or outside contractors.

• Requires the State Board of Education to prepare a list by May 1st each year of self-insured school districts and the number of support personnel and certified personnel participating in each self-insured plan.

• Becomes effective July 1, 2017, with an emergency declaration for immediate implementation.
