Amends 63 O.S. 2011, Section 1-1902 to expand the definition of "Owner" in the Nursing Home Care Act.

Allows nonstate governmental entities that participate in the nursing facility supplemental payment program to designate themselves as "UPL Owner" and obtain management services from a "UPL Manager."

Permits UPL Owners and UPL Managers to delegate and allocate compensation, profits, losses, liabilities, decision-making authority, and employment responsibilities between themselves, including control of the facility's administrator and staff.

Clarifies that the amendment applies to agreements between nonstate governmental entities and the Oklahoma Health Care Authority or other state agencies including the Department of Human Services.

Takes effect November 1, 2017.
