Creates the Nursing Facility Supplemental Payment Program Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations.

Fund consists of monies from nonstate governmental organizations under the Nursing Facility Supplemental Payment Program, interest and penalties levied, and investment income.

Fund monies may be expended for state share of supplemental payments, administrative expenses, and nursing facility reimbursement rate maintenance, but shall not replace other general revenues or Medicaid funding appropriated by the Legislature.

Oklahoma Health Care Authority shall promulgate rules governing penalty and interest assessment against nonstate governmental organizations failing to timely pay quarterly intergovernmental transfers, with penalties capped at 5% of the unpaid quarterly amount.

Repeals 63 O.S. 2011, Sections 5022 and 5022.1 relating to wage and salary adjustments; effective July 1, 2017, with emergency declaration for immediate effect.
