SB 832 Summary

• Prohibits state agencies and political subdivisions from using taxpayer monies, grants, or other funds for lobbying activity against constitutionally-protected rights or for paying salaries of lobbyists advocating to infringe on such rights.

• Defines constitutionally-protected rights as including freedom of speech, freedom of press, free exercise of religion, right to keep and bear arms, right to assemble and petition government, right to be secure in persons and property, and right to suffrage.

• First violation is a misdemeanor punishable by a fine of $1,000.00 and up to 10 days in county jail.

• Subsequent violations are punishable by a fine of $2,500.00, 30 days in county jail, and permanent prohibition from registering as a lobbyist with the Oklahoma Ethics Commission.

• Effective date: November 1, 2017.
