Extends the deadline for transferring monies from four court revolving funds (Law Library, Supreme Court, State Judicial, and Supreme Court Administrative) from June 30, 2016 to June 30, 2018, with authority granted to the Office of Management and Enterprise Services upon request of the Administrative Director of the Courts.

Extends the deadline for transferring monies from the Lengthy Trial Fund from June 30, 2016 to June 30, 2018 to the Supreme Court Administrative Revolving Fund or the Interagency Reimbursement Fund as necessary.

The Lengthy Trial Fund collects $10 fees from attorneys filing civil cases and uses these funds to provide wage replacement or supplementation to jurors serving more than 10 days, with maximum payments of $200 per day beginning on day 11 and $50 per day from day 4-10.

Establishes exemptions from the Lengthy Trial Fund fee for government attorneys, pro se litigants, small claims cases, and cases involving Social Security disability, veterans' compensation, student loan recoupment, child custody/support, and in forma pauperis filings.

Declares an emergency effective date allowing the act to take effect immediately upon passage and approval.
