Establishes new apportionment schedule for the Rebuilding Oklahoma Access and Driver Safety Fund for fiscal years 2017-2020, with amounts ranging from $320 million to $408 million annually.

Creates contingent provision for motor fuel tax revenue apportionment to the fund of $125 million for fiscal year 2017 and $167 million for fiscal year 2018 and all subsequent years, subject to enactment of Oklahoma Motor Fuel Tax Code amendment.

Allocates $2 million annually for Oklahoma Tourism and Passenger Rail Revolving Fund (Heartland Flyer rail project) and $3 million annually for Public Transit Revolving Fund from revenues after primary fund apportionments.

Requires State Board of Equalization to annually examine whether fund expenditures enhance or supplant state transportation funding, with specified consequences if supplantation is found.

Authorizes fund use for state road and bridge construction/maintenance, highway operating expenses, matching federal funds, equipment purchases, and debt service on specified obligations.

Effective July 1, 2017, with emergency clause for immediate effect.
