Appropriates $100,000.00 from the General Revenue Fund to the Oklahoma Supreme Court for fiscal year ending June 30, 2018, to perform duties imposed upon District Courts by law.

Funds budgeted for FY-18 may be encumbered only through June 30, 2018, and must be expended by November 15, 2018, with any remaining funds lapsing to the proper fund.

Allows unexpended FY-18 funds to be budgeted for FY-19 after the agency submits a budget work program revision approved by the Office of Management and Enterprise Services.

Prohibits appropriations from being budgeted in both FY-18 and FY-19 simultaneously, with capital outlay appropriations exempted from these encumbrance and lapse requirements.

Becomes effective July 1, 2017, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
