Appropriates $32,000,000 from the Constitutional Reserve Fund to the Oklahoma Health Care Authority to perform its statutory duties.

Funds may be budgeted for fiscal year 2018 (ending June 30, 2018) or fiscal year 2019 (ending June 30, 2019), but not both simultaneously.

FY-18 funds must be encumbered by June 30, 2018, and expended by November 15, 2018; any remaining funds not budgeted for FY-19 lapse to the proper fund.

FY-19 funds may be encumbered through June 30, 2019, with any remaining funds after November 15, 2019, lapsing to the proper fund.

Unused FY-18 funds may be re-budgeted for FY-19 after agency submission and Office of Management and Enterprise Services approval of a budget work program revision; act becomes effective July 1, 2017, with an emergency declaration.
