Senate Bill 845 - Smoking Cessation and Prevention Act of 2017

• Establishes a $1.50 per 20-cigarette package smoking cessation fee on wholesale cigarettes, with the first $1 million annually directed to the ABLE Commission Revolving Fund for alcohol beverage enforcement and remaining revenues to the Health Care Enhancement Fund.

• Prohibits tobacco product use on all state-owned, leased, or contracted properties including buildings, land, and vehicles, with an exception for Oklahoma Veterans Centers.

• Requires conspicuous signage at entrances and prominent locations within public places where smoking is prohibited, and directs the State Department of Health and Tobacco Settlement Endowment Trust to inform the public about dangers of smoking in vehicles with children present.

• Directs the Oklahoma State Department of Health and Department of Mental Health and Substance Abuse Services to collaborate on developing strategies to prevent tobacco use by minors.

• Limits cigarette excise tax stamp sales to wholesalers based on their monthly average purchases from the prior calendar year to ensure compliance with the new smoking cessation fee.
